Initiatives are being carried out to promote a culture of innovation based on entrepreneurship that can generate wealth and employment for all citizens.

Skills and knowledge drive the economic growth and social development of a country. Nations with higher levels and better standards of skilled labor can face challenges and opportunities in national and global markets.

India is currently among the fastest-growing economies worldwide and is celebrating the demographic dividend with two-thirds of the 1.3 billion people under the age of 30. The country aspires to be an economic superpower and contribute approximately 25 percent of the world's total labor force by 2025.

On the other hand, 500 million skilled workers will be required in the next five years, especially in manufacturing. However, there is a great challenge ahead, since estimates show that only 4.69 percent of the workforce has received formal skills training.

More worryingly, more than 30 percent of young people between 15 and 29 years of age "have no employment, education or training," according to the Organization for Economic Cooperation and Development (OECD). 'Not in employment' refers to those who are not looking for work either because of lack of availability or because there are no jobs that match their abilities.
With a million people entering the workforce every month, India has embarked on the largest human resources development exercise in the world. For the first time in 68 years of independence, the Ministry of Skills Development and Entrepreneurship (MSDE) has been formed to focus on improving the employability of skills.

On July 15, 2015, Prime Minister Narendra Modi launched the ambitious Skill India initiative to train young people from different sectors of society to build a New India. The country has immense potential to emerge as the world's skill capital with a focus on creating jobs enabled through Make in India and Skill India.

The MDSE has taken important steps and reforms to push this forward in terms of formalizing the policy, framework, and norms; launch of new programs and schemes; creating new infrastructures and updating existing institutions; associate with the states; engage with industries, and build the acceptance and aspirations of society.

For a better tomorrow
The initiatives not only lead to real stories of transformation and achievements, but also of hope and enlightenment so that each young Indian can be a better tomorrow.

The National Policy on Skills Development announced on July 15, 2015, aims to create an ecosystem of empowerment through large-scale training with high standards and promote a culture of innovation based on entrepreneurship that can generate wealth and employment to guarantee sustainable development. Livelihoods for all citizens.

To begin with, the MDSE held extensive discussions from October 2015 to September 2016 with several ministries and departments to assess training needs in 34 sectors. The findings highlight the growing skill gap and the estimated need for training from 2017 to 2022, with the top 10 sectors accounting for 80% of all requirements.

A National Action Plan for Priority Skills (NPSAP) is being carried out to define the functions of the positions and the implementation strategy to achieve the objectives set out in the Personalization Action Plan. The NPSAP is being prepared in consultation with 41 ministries and departments in 25 sectors. Its the first volume published on January 31, 2017, includes seven sectors: agriculture, electronics, information technology and computing, telecommunications, textiles, food processing, and logistics.

The role of the NSDC
The National Skill Development Corporation (NSDC) is a unique public-private partnership that acts as a catalyst to ensure a better quality of life for young people by creating new employment paths for them through short-term training courses through an intensive network of its training providers. . NSDC is responsible for financing and implementing schemes and programs under the Skill India mission and also for creating employment links through industry associations. Last year, NSDC approved a total of 290 projects and transformed the lives of almost 10.18 lakh candidates by providing training in more than 2,000 jobs through 5224 training centers in more than 514 districts.

Scheme of PMKVY
The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the most important skill training plan of the Ministry of Skills Development and Entrepreneurship. The objective of this scheme of certification and reward of skills is to allow and mobilize a large number of young people to take skills training based on results to be able to be employed and earn a living.

Prime Minister Narendra Modi launched the plan on July 15, 2015, to coincide with the World Youth Training Day. Due to its successful first year of implementation, the Union Cabinet approved the plan for another four years (2016-2020) to provide training to a young core with the disbursement of Rs 12,000 crore. It is being implemented through the National Skill Development Corporation (NSDC).
The PMKVY Plan (2016-2020) will be implemented by the Center together with the states. It will have two components:

* Centrally sponsored. Centrally Managed (CSCM): 75% of PMKVY funds (2016-2020) will be available for ministry for training through the NSDC.

* Administered by the State and sponsored by the central government (CSSM): 25 percent of PMKVY 2.0 funds will be allocated to the states.

The short-term training provided at the PMKVY centers benefits those who leave school/university or are unemployed. In addition to providing training in accordance with the National Skills Qualification Framework, these centers also provide training in soft skills, entrepreneurship, financial and digital education.

After successful completion of their evaluation, candidates receive placement assistance from the training partners. All training and evaluation fees are paid by the government.

Individuals with prior learning experience or skills are evaluated and certified under the Recognition of Prior Apprenticeship (RPL) component of the scheme. The objective of RPL is to align the competencies of the unregulated workforce with the National Skill Framework. Project executing agencies, such as sectoral skills councils, are being encouraged to implement RPL projects.

The special projects component of PMKVY foresees the creation of a platform to facilitate training in special areas for government, corporate or industry organizations.

Scheme of Udaan
Udaan is a special initiative to address the needs of unemployed educated in Jammu and Kashmir. The objective is to provide skills and job opportunities to graduates, post-graduates and three-year diploma engineers. The program provides exposure to corporate India towards a rich pool of talent available in the state. The objective is to reach 40,000 young people in a period of five years.
Until November 30 of last year, a total of 24,312 candidates had joined the training, of which 5,480 were being trained in 18 cities in India. A total of 17,111 candidates had completed the training, of which 9,632 were offered work in various sectors such as retail, IT and IT, manufacturing, banking, financial services and insurance (BFSI), automobiles, real estate, infrastructure, and textiles.

ITIs re-energized
The Industrial Training Institutes (ITI) under the General Directorate of Training (DGT) play a vital role in the provision of vocational training to artisans. More than 13,350 ITIs with capacity for 28.47 lakh have been imparting skills for 126 trades. To revitalize the existing ecosystem, 1,381 new ones were added with more than five lakh seats.

A qualification the scheme has been introduced to create a benchmark for comparison between several institutes and identify areas for improvement. Management committees have been formed to forge alliances between ITIs and apex industry bodies that will facilitate graduates to obtain placement in different industries.

At the same time, curricula are regularly updated to equip youth with multiple skills according to the requirements of fast-growing sectors and to make workers more productive. Soft skills that include English speaking and computer literacy have become an integral part of all skills development training.

On the other hand, DGT, MSDE and the National Institute of Open Education (NIOS) of the Ministry of Human Resources Development came together to implement an academic equivalency system for the ITI qualification and provide options to meet the aspirations of those candidates of the ITI system You want to obtain a high academic qualification in addition to your abilities. This association has opened avenues for ITI alumni, who hold the National Trade Certificate (NTC), to obtain a secondary / higher qualification. Under the MoU, the following arrangements have been made: a) Dual training system (training in both ITI classrooms and industries) b) Space-based distance learning program (SLDP) for MSDE.

The International exhibition
The MSDE is actively collaborating with the government and foreign institutions to share best practices, benchmarking standards and training of trainers to improve the capacity of India's skills training ecosystem. A total of 16 International Skills Centers of India (IISC) have been launched to prepare young people for job opportunities in global markets.

The number will rise to 100 by the end of 2017. These IISCs will be equipped with laboratory infrastructure to offer international training and certification programs. The centers are being configured in the pockets of migration abroad to equip students who wish to migrate abroad.
The IISC will facilitate placement links to international countries through direct links with employers or contracting agents approved by the Ministry of Foreign Affairs. The centers will also carry out the implementation of PMKVY and Pravasi Kaushal Vikas Yojana (PKVY).
In addition to mastery skills training, pre-departure orientation training will spread awareness and help students understand the opportunities and challenges involved in migrating abroad to work. It will sensitize the apprentices about digital literacy, culture, and language of the country of destination, thus allowing a better adjustment in a new environment.

Importance of learning
You must remember that learning is one of the most efficient ways to acquire industry-ready skills by using facilities available in production facilities. Apprenticeship training consists of a basic training component and practical training in accordance with the prescribed program for each job.
There are five categories: commercial apprentices, graduate apprentices, technical apprentices, technical apprentices (vocational) and optional commercial apprentices. The National Plan for the Promotion of Learning (NAPS) aims to increase the participation of learning from 2.31 lakh to 50 lakh accumulated by 2020.

The plans entail the reimbursement of 25 percent of the prescribed stipend to all apprentices with employers. There is a cap of Rs 1,500 per month per candidate. It is likely that almost 10 lakh of apprentices will receive training in 2017-2018, 15 lakh in 2018-19 and 20 lakh in 2019-20. About 20 percent of them will be fresher apprentices.

An easy-to-use online portal www.apprenticeship.gov.in has been launched for the easy processing of applications by job seekers and employers.

Skill India has seen a large share of women in the country that will eventually translate into the country's economic growth. In the last 3 years, more than 3 lakh women have been trained to earn a living. A little training transformed their lives. From ordinary women, they emerged to become their own heroes. This success story comes from the extreme east of the country. Who thought that a normal tribal woman from a remote village in Tripura would do something that would change the way people see farming? The traditional cultivation was not enough then, it is not enough now. That's why when a whole town struggled to come to an end; She understood that it was time to bring a change and she did.

Nitya Devi Nihotiya, one of the PMKVY candidates chose a less traveled road. Her efforts paved the way and led her to PMKVY rubber plantation training, after which she started working in the rubber plantation nursery. This nursery opened profit doors of up to Rs.4,000 per month. Not only is she grateful to PMKVY, but she is also happy to share her experience to motivate others who need a correct address.

Another one of those stories are of two sisters Poonam and Komal. Their difficult situation did not stop them from changing their lives. Broken homes, conditions of pity and lack of funds to continue their education was the scenario they wanted to change. And it happened after they followed a skills training course at PMKVY. The change was gradual but strong, which made them employees of the textile company. Not only do they happily support their families now, but they have become a role model for women who want to be financially independent through their abilities.
